JOHN P. USHER - AUTOGRAPH LETTER SIGNED 02/25/1863?JOHN P. USHER Autograph letter to a US Senator, signed as Secretary of the Interior (1863) Autograph Letter signed: "J. P. Usher" as Secretary of the Interior, 1 page, 7¾x8¾. Washington, D.C., 1863 February 25. On official letterhead to S. G. Arnold, US Senate. In full: "I have the pleasure of enclosing herewith the promised letter predecessor [?] the Hon. C B Smith. Temporary absence has prevented an earlier answer. Very respectfully, Your obedient servant". John Palmer Usher (1816-1889) was Attorney General of Indiana (1861-1862) before becoming Assistant Secretary of the Interior. He succeeded Caleb Smith as Secretary in 1862 when the latter accepted a judicial appointment. Usher was loyal to Lincoln and a competent administrator but had little influence in the Cabinet. He was replaced as Secretary in 1864, prospering thereafter as a railroad lawyer. Rhode Island lawyer and historian S. G. Arnold served in the US Senate only briefly (Dec. 1, 1862-March 3, 1863).
